The ten properties under consideration in the southeast corner of the Winnetka/Highway 55 intersection have been guided for Medium Density Residential use in the Future Land Use Map in the 2040 Comprehensive Plan. They are currently zoned Single-Family Residential (R-1). The proposed rezoning would update them to Medium Density Residential (R-3) zoning to align with the Comp Plan.

Conditional Use Permit Amendment - Shapco - 1109 Zane Ave N

Shapco Printing, located at 1109 Zane Avenue North, received a Conditional Use Permit (CUP) in 2018 to store automobile sales inventory on their secondary surface lot across the street. They are now requesting consideration of an amendment to the CUP that would remove the required screening pending potential future inventory storage.

Zoning Text Amendment - Mobile Use Code

In response to feedback from local business, the City Council asked staff to re-evaluated the administrative fees for mobile use permits. What previously had been handled through a short-term or seasonal permit is now proposed to be broken into an annual registration and an event permit.

As a final housekeeping step associated with the zoning implementation resulting from the City’s 2040 Comprehensive Plan, staff are recommending updating the code requirements associated with the Official Zoning Map in order to simplify and improve the process of sharing this information.

Zoning Text Amendments to Allow Accessory Dwelling Units

Late in 2021, the City Council directed the Planning Commission to examine new zoning regulations to allow for Accessory Dwelling Units within the R-1 and R-2 residential zoning districts. Staff has held numerous conversations with the Planning Commission about potential regulations, published informational material in the City newsletter, conducted an online survey, and shared draft ordinance language. At this time, specific amendments to Sections 113-87, 88, 89, and 151 of the City Code are being proposed for consideration. The City Council is scheduled to consider the zoning text amendments at their regular meeting on Tuesday, November 1, at 6:30 pm.
